304.4. If a text refers to a "deck", it refers to a main deck.
Ruling from Developers on 10/25/2021 — "Deck building restriction rules on Ruler cards do not apply to the sideboard." This means that you can run one card in your main card, and three copies of that same card in your sideboard. However, between rounds, you still aren't able to exceed the one copy limit in your main deck.
