Wind-Secluded Refuge's triggered ability is able to be put onto the chase even if a card of effect says that players cannot chase to this card or effect, because it is the rules of the game that put the trigger onto the chase.
Thus if a card such as "Black Moonbeam" is used to target a J-Ruler, Wind-Secluded Refuge's ability will trigger and it will be able to cancel the Black Moonbeam
